Budget Planning Division : History and Responsibilities


         Budget Planning Division was established in B.E. 2504 (1961) by the Royal Decree Organizing the Royal Irrigation Department' Ministry of Agriculture and Cooperatives, B.E. 2504 (1961), in which the Department were orgnized into 16 Division of 119 branches. The Division was at that time Division No.8 and consisted of 4 branches: Economic, Statistic Research, Dissemination and Extension and Library branches.

         The division was then responsible for completed researches, economic analysis of existing irrigation projects, economic analysis of new irrigation projects to be constructed, statistic data collection in concern with irrigation works, trainning and dissemination of RID activities through publications and other methods, procurement and management of publications and documents concerning irrigation works, and serving as RID's research center.

         Later in the time when Field Marshal Sarit Thanarat was the Prime Minister, Ministry of National Development was established on 16 June B.E. 2506 (1963) to include all department concerning national development. The Royal Irrigation Department was then transferred from the Ministry of Agriculture to the Ministry of National Development according to the Royal Decree Organizing the Royal Irrigation Department B.E. 2506 (1963) in wich the Department were organized into 16 Division of 119 branches.

         However, another Royal Decree Organizing the Royal Irrigation Department was issued in B.E. 2518 (1975) in which the Department were transferred to the Ministry of Agriculture and Cooperatives and organized into 22 Divisions, 12 Regional Irrigation Office. Program Division then was changed to Programs and Budget Division and divided into 4 branches: Administrative Branch, Program and Budget Branch, Analysis and Improvement Branch and Dissemination and Printing Branch.

         Later in B.E. 2537 (1994) the Royal Decree Organizing the Royal Irrigation Department was issued and organized the Department into total 37 units consisting of 25 Divisions, 12 Regional Irrigation Offices. The Budget Planning Division thus was assigned to be responsible for the following tasks:

                  1. To design and coordinate implementation plan of the Department to conform with the Master Plan of
the Ministry of Agriculture and Cooperation as well as monitoring, accelerating and evaluating performance of units in the Department.
                  2. To set the Department's budget plan of each fiscal year and undertake their allotment.
                  3. To work in cooperation with or supporting the work of other division or as specially assigned.

         Later in B.E. 2540 (1997) the Roral Decree Organizing the Royal Irrigation Department B.E. 2537 was replaced by the Royal Decree B.E. 2540 in which the Department are reorganized into total 34 units and the Budget Planning Division was united with the Project Planning Division responsible for the following assignments:

                  1. To design and coordinate implementation plan of the Department to conform with the Master Plan of the Ministry of Agricultuer and Cooperation as well as monitoring, accelerating and evaluating performance of units in the Department.
                  2. To set the Department's budget plan of each fiscal year and undertake their allotment.
                  3. To execute data research and collection and set database for the study and policy planning of water resources development projects all over the country.
                  4. To prepare preliminary reports, project planning reports and feasiblility reports of water resources development projects all over the country.
                  5. To monitor and evaluate irrigation projects.
                  6. To work in cooperation with or supporting the work of other division or as specially assigned.
                 

         The recent Royal Decree Organizing the Royal Irrigation Department B.E. 2545 (2003) reorganized the Department into total 31 units and the Budget Planning Division is assigned as follows:

                  1. To design and coordinate implementation plan of the Department to conform with the Master Plan of the Ministry of Agriculture and Cooperation as well as monitoring, accelerating and evaluating performance of units in the Department.
                  2. To set the Department's budget plan of each fiscal year and undertake their allotment.
                  3. To work in cooperation with or supporting the work of other division or as specially assigned.
