On the occasion of the 3rd World Water Forum, the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) and the Food and Agriculture Organization of the United Nations (FAO) co-organized the ministerial meeting on "Water for Food and Agriculture" on March 21, 2003. The ministerial recommendation highlighted three challenges as the followings; 1. Food Security and Poverty Alleviation, 2. Sustainable Water Use and 3. Partnership.

To response these challenges, the MAFF organized the Meeting on February 3-4, 2004 in Japan and the meeting had the consensus to set up International Network for Water and Ecosystem in Paddy Field (INWEPF).

Therefore, the INWEPF is established to provide a forum to realize the three challenges by promoting dialogue, exchanging knowledge and experiences, creating synergy among existing forums and stregthening capacity building in agricultural water management in paddy fields with due consideration for environmental aspects.

Besides, the local committee of INWEPF was requested to set up in countries member in order to streamline the local activities. Then, Thailand Committee of INWEPF was set up by the Thai National Committee on Irrigation and Drainage (THAICID) as to the order on April 5, 2005 and March 21, 2006, respectively.
The Thailand Committee is responsible for the followings:

1. To coordinate and support the INWEPF activities as identified in purpose and terms of reference.
2. To formulate the framework and activities in Thailand in order to support INWEPF and to be useful for Thailand development
3. To coordinate with related agencies in Thailand for implementing the item nos.1 and 2
4. To set up the working group for implementing the INWEPF activities, if necessary
