          “Khlong Luang Rachalothorn Reservoir has capacity of 110 million cubic metres. Royal Irrigation Department will construct Khlong Luang dam at 47 PQQ

546 - 804 Map Scale 1: 50000 Map sheet 4235. And it has system to distribute water from the reservoir directly to agriculture area about 32,000 rai (5,120 hectares) as planned. The main purpose of this project was planned to save the budget and save time for construction as well as not only to solve water shortage problem but also to relieve flood in rainy season.

Project History

          1. Since 1965, Royal Irrigation Department planned to construct Khlong Luang Reservoir Project.

          2. In 1989, Khlong Luang Reservoir Project is 1 of 12 projects that the cabinet had approved

 to develop water resources project in Upper Bang Pa Kong River and tributaries. 

          3. On September 29, 1992, Royal Irrigation Department has hired a southeast Technology 

Co.,ltd. And Macro Consultant Co.,Ltd. to conduct a feasibility study and environmental impact assessment of Khlong Luang Reservoir Project. The project completed in May 1995.

          4. National Environmental Board had approved EIA report on October 31, 2008.

          5. The Cabinet passed a resolution on April 28, 2009, to implement Khlong Luang Reservoir

       project in Chon Buri Province in 2010.

          6. The Cabinet passed a resolution on July 21, 2015, to approve in principle on increase in the budget of Khlong Luang Reservoir project, Chon Buri Province from 6,700 million baht to 9,341,364 baht and extend the duration of project implementation from 7 years  (2010-2016) to 10 years (2010-2019).

Project Advantages

          1. Increasing irrigable area in the rainy season along the canal, covering 44,000Rai (7,040 hectares), two districts; Kho Chan and Phanat Nikhom in total 11 sub-districts.

              1.1 Tha Bunmee and Koh Chan sub-districts, Koh Chan District

              1.2 Na Reuk, Na Wang Hin, Ban Chang, Nong Hieang, Nong Prue, Wat Luang, Hua Thanon, Rai Lak Thong, Khok Ploa sub-districts, Phanat Nikhom district

          2. Consumption, Industrial, Livestock, and Ecological

          3. Prevention and alleviation flood in Phan Thong, Phanat Nikhom, and Koh Chan district, Chon Buri Province.

          4. Tourism

          5. Fisheries and Aquatic Animals breeding

          4. Road


The road around reservoir phrase 1 is 8.77 km in length.

Water Management Between 2013 – 2015

          Storing water for flood mitigation in 2013

          During September and October 2013, occurrence heavy rains in a wide area in eastern part of Thailand. There was heavy rain in Chanthaburi province, as a result rainfall flows into the Khlong Luang reservoir in a large volume and continuously. At that time, downstream of Koh Chan, Phanat Nikhom, and Phan Thong districts, Chon buri Province a large amount of accumulated rainfall and caused inundated in some areas. Royal Irrigation Department was planning on decreased water from Khlong Laung reservoir, which is under construction; to reduce the impact on the main dam construction which has not been completed. And maintain water level in reservoir in order not to have a high level and flooded into the land of people who did not received the land compensation. RID has managed water storage in the Khlong Laung reservoir by supported volume of water at 70 million cubic meters in order not to affect the flooding in Phan Thong and Phanat Nikhom districts which will effect transportation, agricultural area, communities area, and major economics area in Chon buri Province.

          In 2014, Khong Laung Reservoir under the supervision of Bang Pakong O&M project, established the Water User Group (WUG) and it can distribute water on farm to agriculture area about 35,503 rai (5,680 ha). It’s also distributing water for supporting water supply, water consumption for 280 household, and 1 for government office.

             In 2015, during September 2015 to October 2015, there was heavy rain causing water flowed into reservoir until at the full storage capacity at 98 mcm and the rest of water flowing out through the spillway.

          For the end of Khlong Luang reservoir also had a large volume of water, so RID officers from Bang Pakong O&M project, Chon buri Provincial Irrigation Office and Construction Project for Large Scale Irrigation 8 went into the area to monitor the amount of water at the end of the reservoir for planning to manage the water.


          After the water situation went to normal conditions in November 2015, Bang Pakong O&M project had a meeting with WUG to allocated water for agricultural area and for water consumption in total 35000 rai (5,600 ha).
